Temporary Full-time (for approximately 15 months), 2 Positions


LOCATION:  99 Regina Street S., Waterloo & 150 Main St., Cambridge


Promotes and protects individual and community wellness through promotion, education and enforcement of Provincial Acts, regulations and Regional policies.  Recognizes and responds to potential health hazards as well as to eliminate or decrease existing health hazards which could impair the health and well-being of residents of the Region.  Carries out environmental health inspections and investigations.  Develops and provides education and health promotion strategies for food safety, infection control, rabies control, water quality (drinking and recreational water), environmental health, environmental protection and vector borne disease control.  Collects and submits samples for analysis (eg. food, water, faecal, vomitus); interprets results; initiates corrective action when necessary; notifies proper recipients of results.  Exercises authority under the Health Protection and Promotion Act, Ontario Safe Water Act, Environmental Protection Act, Smoke-Free Ontario Act,  including seizure and destruction of food and food products, revocation of Certificates of Approval, directives, orders, closures, issuing Provincial Offence Notices and laying of information for charges laid.  Designs and develops appropriate educational resources, including newsletters, pamphlets and fact sheets; prepares and regularly delivers a multitude of training sessions to specific audiences or to the general public.  Normal lifting involves the carrying of equipment weighing up to 20 kgs.  Occasionally lifts objects weighing up to 35 kgs.  Regularly pulls objects weighing up to 15 kgs, such as video equipment, boxed paper, well caps, septic tank covers, waste bin covers, mobile tablet laptop and printer equipment  and food preparation equipment during inspections.  Walking, reaching, bending, stooping, prolonged standing and visual concentration are required on a regular basis.  Heavy visual concentration, attention to detail, and manual dexterity are required 25% of the time to operate a computer.  Most work is performed off-site, exposing incumbent to varying light conditions; extreme heat and cold from ovens, stoves, industrial refrigeration; dust, odours, fumes, gases, second hand tobacco smoke, grease, and possible pest infestations.  Extensive driving throughout the Region and exposure to varying weather conditions is required.  Occasionally works after hours to reach clients not available during the day and to provide assistance in emergency situations and special events.  Shares on-call duties with other incumbents in the division. 


Thorough knowledge of public health inspection and health promotion methods, problem solving and investigative methods acquired through a four year university degree program, plus, three years related experience.  Must possess Certificate of Public Health Inspection (Canada) (as per HPPA 1993 Reg. 566) through certification by the Canadian Institute of Public Health Inspectors.  Technical knowledge in specific areas of food, water (drinking and recreational water), environmental health, infection control, rabies, vector borne disease and communicable disease.  Thorough knowledge of Federal, Provincial laws, Municipal by-laws related to public health.  Research skills to ensure provision of factual, accurate information on current issues.  Basic skill in the operation of a computer using Hedgehog, Word, Excel, and iPHIS computer programs as well as skill in Internet based searching and networking.  Tact, persuasion, diplomacy, intervention and negotiation skills in order to ensure public environmental health standards are achieved in difficult and controversial situations.  Ability to interpret complicated and technical information in both written and verbal form, write in-depth reports and summaries on inspections, investigations to health and non health professionals, and the public. Ability to develop marketing and education.  Ability to maintain accurate written documentation and file records.  Ability to make presentations to audiences of all sizes with varying knowledge and skill levels and in a variety of media.  Must provide an acceptable Police Records Check in order to ensure suitability for working with vulnerable populations and to prove bondability.*  A valid driver’s licence and own transportation are required to regularly travel throughout the Region.  Ability to support and project values compatible with the organization.


WAGE/SALARY:  $63,172.20 - $71,799.00 per annum / $34.71 - $39.45 per hour
